The Chief Ombudsman is designated to carry out National Preventive Mechanism (NPM) responsibilities under the United Nations Optional Protocol to the Convention Against Torture (OPCAT). These responsibilities are to inspect and monitor the treatment of people in health and disability places of detention, prisons, immigration detention facilities, child care and protection residences and youth justice residences across New Zealand, and with effect from 2019, dementia care facilities and court cells.

With growth in the Chief Ombudsman's designations, and intention to carry out more intensive and more frequent inspections, our OPCAT Strategic Projects programme of work was established last year to deliver a wide range of activities which will ensure our expanded inspections teams are best set up for success. This includes reviewing and improving our inspection methodology and reporting, scoping and planning for extended areas of responsibility, and developing tools to maximise continuous improvement.

We're now looking for a Senior Advisor to assist the Principal Advisor (Programme Manager) in delivering the agreed programme of work by the end of the year. As part of your role, you will provide senior level advisory support and assistance across the different activities, including research, analysis and preparation of reports. As Senior Advisor, this is an opportunity to position our Office to achieve impactful outcomes for people in places of detention.

Ideally, you will have:

  • a legal or other relevant tertiary qualification;
  • experience at a senior level in a legal advisory and/or policy development role, ideally in public administration;
  • excellent writing skills;
  • strong research and analytical skills including ability to distill key information into reports and recommendations;
  • exceptional planning, organising and prioritisation skills; and
  • a proven ability to consistently complete assigned tasks on time and to a high standard.

Depending on skills and experience, the salary for this position will likely range between $103,102 and $128,877.
