As an independent Officer of Parliament, we assist the New Zealand public in their dealings with public sector agencies. We handle complaints, carry out investigations, protect the rights of people in detention, provide advice and training to agencies and strive to build awareness for what we do and how we do it. A key part of our vision is to break down barriers that prevent disabled people from participating equally in society. In this newly created position, you will lead our Disability Rights team to deliver the agreed strategy and work programme across a range of different activities including building capability both internally to our staff and externally, by providing specialist advice and guidance to a wide range of stakeholders both within New Zealand and internationally.

You will lead a focus on significant issues and systemic concerns which will raise awareness of disability rights and contribute to effective change and overall improvement in standards of administrative conduct by public sector agencies, when disability rights issues are raised. Supporting the role of the Ombudsmen as part of the Independent Monitoring Mechanism (IMM) under the Disability Convention will also be a key accountability for you.  This is a full time role.

What we are looking for:

•A tertiary qualification;

•Sound knowledge and understanding of the disability environment, both in NZ and internationally;

•proven people management experience and knowledge and demonstrated ability to motivate and lead others through positive leadership;

•Significant experience contributing to strategy and leading and planning delivery of disability rights-related work programmes, operations and services, preferably in the NZ public sector;

•An understanding of current New Zealand state sector practice, the context in which state sector agencies operate, and the challenges they face;

•Experience in an investigative, arbitration and/or mediation environment, preferably with a disability focus;

•Strong leadership and coaching skills;

•Ability to create a vision and inspire others; bringing together different stakeholders (internal and external) together to achieve a common goal;

•Proven ability to recognise and understand key Maori, disability and other human rights concepts, including the Treaty of Waitangi and equal employment opportunities; and

•Proven ability to work collaboratively with senior staff members and other strategic partners to ensure quality deliverables.

The successful candidate will have a legal entitlement to work in New Zealand and may be required to achieve and maintain a New Zealand Government (NZSIS) Security Clearance.
